Here is my final build taking into consideration both z4 and rcf's builds:

Motherboard: ASRock H97M Anniversary Micro ATX LGA1150 Motherboard ($66.99 @ SuperBiiz)
Memory: G.Skill Sniper 8GB (2 x 4GB) DDR3-1333 Memory ($71.98 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($52.99 @ Newegg)
Video Card: PowerColor Radeon R9 270 2GB TurboDuo Video Card ($149.99)
Case: Fractal Design Core 1000 USB 3.0...

You can get a modular 620w seasonic PSU for $10 more. You could also get a 550w from xfx for $1 more.

@Themagicalwallaby The PS4 is not better haha.. the 750 ti + i3 is slightly better than a PS4 (by like 2 FPS), so the 270 will be noticeably better. Also, forget which is more powerful or lasts longer, with the PS4, u can not overclock or upgrade so if u're not satisfied with GTA V 30 FPS (i've played it on ps4, it's awful), too bad u can't upgrade the hardware. With the 270, if he ever decides he wants to play games on higher settings or 120hz, he can sell the card and get a new one or OC it. Lastly, which is the biggest reason imo, controllers flat out SUCK for FPS games. The analog stick is terrible for aiming and the buttons can't even be binded. A huge reason I switched from being a console gamer since N64 to now a PC gamer is because of kb+m. It's just sooo much better.

Also, no need for a 620w or a 550w and plus the Capstone is Gold efficiency.

Do you have a PS4 with Battlefield 4? And looking at the PC and PS4 spec by spec doesn't help. The PS4 runs Battlefield 4 on High settings with constant 60fps. Much of your argument is opinionated and not by fact so I am not really going to debate this.

It's not really a debate, it's just personal preference. I've had the PS3 from the time it came out to a year before the PS4 came out. I played like (very rough estimates) 400 hrs of MW2, 200 hrs of BO, 200hrs of BC2, and like 500 hrs of BF3. I was also really really good at using the controller, I would get on top of the scoreboard 9/10 times because other console players are usually bad at aiming or just unaware, so it was easy, but no matter how good I was, I still felt really uncomfortable using the analog stick. This was until I heard about PC gaming and finally got my own PC. As soon as I got my PC, I bought BF4 and have now played 500 hrs. The first minutes using the mouse I was able to feel comfortable, so thats why I say no matter the price/performance difference, switchign to PC is definitely worth it. Also, for games like Minecraft, Skyrim, GTA, there are thousands of mods and honestly, that is the second biggest reason for gaming on PC. I've played Minecraft for like 3 years but only half of that year was without mods (vanilla minecraft gets extremely repetitive). Anyway, I've stopped playing MC like 2 years ago, but that's just an example. Same goes for other games like GTA, Skyrim, etc.

And once again, the 270 is better than a PS4, also, u say a PS4 is cheaper, but don't u have to pay like $50 per year for online? What a scam, one of the biggest reasons people shouldn't buy the PS4. The system costs $400, 3 years of online, $150 = $550. Compare that to 3 yrs of gaming on my $550 build and you'll see the PC is better. Once the 3 years is over, of course the PC will get slower, but u can still lower the settings, but still with a PS4 ur forced to pay for that online :s

I would also recommend him to save money instead. I just wanted to show what kind of build you can create with only 450 dollars, honestly for a build of 450 dollars that PC won't be that shit. There is a GTX 750 Ti in there with a relatively good CPU and 8 GB RAM.

For the console or PC decision. The PS4 isn't all that bad. Battlefield 4 for example looks great on PS4! But the perspectives can be so different. We don't know if the OP needs a new computer in general. So even if he wasted 400 dollars on a PS4 he might still need a computer for other stuff, and might not have a capable one. He won't be able to buy a new PC with the remaining money.

If that's the case then a PC is his only option really. Some games will handle 1080p @ 60 fps and some won't but it will pretty much run anything at 450 dollars.
