1. I have seen that video before but someone using a 850w and 5600+3080ti so i assumed that i should have way more power leeway... so this is why i ruled out gpu causing it.
2. Recently intel 13 +14 have released new bios update (which could have bugs) but they say 60w processors arent included in this degredation voltage stuff anyway.
3. So the psu i admit "once i switch to fan mode 2 i get random restarts more often" and yes i have always left it as default which was on fan mode 1.
4. The hardware normal temps are vaguely baseline around 30 idle and 50 under load. havent tested more extensively. for example voltage tests while stress testing. however no crash for 10 mins of stress testing.
Fan mode 2 gives PC silent reboots and the fan spins like under 500rpm. for light loads such as LEAGUE OF LENGENDS LAUNCHER +- BROWSER open

SOME Rtx 3000 series triggers ocp?
RTX3000 series were notorious for having high transient loads that caused PSU's to shut off. GamersNexus did a piece on it;
