Question System Interrupts using 100% of my CPU.

Hello! For the past day or two I've been looking into a rather frustrating issue, sometimes when I open a game such as Fortnite or even an app like Photoshop my PC will crash whatever is loading and in task manager System Interrupts will be taking up 100% of my CPU, causing audio to crackle and everything to lag.

I've updated my bios, made sure my drivers are up to date, and disabled "Wake on Magic Packet" without any of it helping.

Current Rig:
CPU - Intel Core i9-9900K CPU @ 3.60 GHz [8 Cores, 16 Threads]
GPU - NVIDIA GeForce RTX 2080 [Revision A1]
Motherboard - ASRock Z390 Pro4 [Chipset Model: ID3E30]
Storage: Patriot Burst 960 GB SSD
Memory - DDR4 16 GBs

Is this a build from scratch, or an upgrade from another?
If it is the latter, did you reinstall Windows after swapping the hardware?

Make and model of the power supply?

It's actually a pre-built. The reasoning behind this is because when it was on sale [cheaper then it is right now] plus the walmart discount my family gets due to family working at Walmart for so long, it was cheaper then actually buying the parts and building it myself.

Oh dear...

This motherboard can't handle a 9900K. The cooling is crap, and the VRMs are either throttling or crashing entirely.

EDIT: How familiar are you with system bios? Go into bios and disable Intel Turbo Boost and test the PC.
