I have to undervolt my CPU to be able to boot into windows unless I get a blue screen. Does this indicate a CPU Issue or mobo issue?

Could be a thermal issue.
Full system specs please.
Laptop or desktop and age of pc?
I replaced my cpu mobo ram and gpu so those are all new. I’m using r5 3600x, rx 5700 xt, 16 Gb 3600 memory, b450 tomahawk max, Xfx ts 550w. My undervolted cpu temps were about ~35 idle and 70 while gaming. I already tried everything like memory test, reinstalling windows, updated drivers/bios, used old gpu etc. I’m just assuming one of my parts is not running properly.

How old is that psu? Would you have another one available you could use to verify if it's the culprit? What is the model number of that psu also?
