Question System reboots when OS loads or tries to install

I've been troubleshooting this for about a month now, and it's driving me insane.

My computer rebooted out of nowhere, and when it came back up, as soon as the windows screen with spinning dots appears, the system reboots. Windows repair starts, and the system reboots.

I figured I needed a fresh install. When I try to install, I can select 64bit, the windows screen with spinning dots appears, and the system reboots.

I tried booting onto a Linux usb. As soon as it starts loading, the system reboots.

I have replaced the PSU, motherboard, GPU, RAM, and tried a brand new ssd. No matter what I do, I cannot install any os or boot into a live usb.

I have literally replaced everything except my processor. I feel like I'm just missing something. This processor is only 4 years old.

I have tried remaking windows 10 iso usb in Rufus and the tool, same results.

Ryzen9 3900x
128g ddr4 and 64g ddr4
Asrock x570 taichi and asus ROG strix B550-F
Asrock rx5700 taichi and xfx rx6650
850w and 1000w psu
 
brand and model of the psu?
check cpu temp in bios?
test with 1 stick of ram?
PSU's: Corsair HW850 and EVGA supernova 1000 GT.
CPU temp is 44C
CPU package temp 55C
I've tested with 1 stick of RAM with each of the 4x 32G G.skills Ripjaws, as well with each of the new 2x 32G Corsair Vengence.
 
128g ddr4 and 64g ddr4 - these were both bought as kits (128g ddr4 kit and 64g ddr4 kit)?
 
850w and 1000w psu - when you changed the PSU, you changed the cabling?
 
CMOS was replaced on the x570 Taichi. I have not replaced the CMOS on the ROG Strix because it's a brand new MB.
Okay, but it's cheap to do and how long was that board sitting on a shelf new before you bought it? (x570 boards started coming out in 2019, B550 2020 I think.)
 
Are you using a new usb? Have you checked it in a PC known to work well.

I'll try a brand new cmos in the B550
Flash drive is new. I haven't done a full install on another working PC with it, as I don't have one to test it with.

I changed the cmos, problem still exists. I have redownloaded and recreated the iso file, and tried Linux usb multiple times. I don't have another PC that I can image to test the usb on.
