Is Tariq Merged still Black Hand?

I'm thinking he is and that Independent overrides only Sabbat but would like
to get confirmation.

Yes.

"Black Hand" is not sect-based.
It is just a term with no rules supporting it.

Yes, this was brought up when Black Hand first came out.
