Question Temps after undervolting ?

14900k after -0.095 offset avgerages 50C while browsing the internet and watching videos
without any undervolting cpu reaches 90C just browsing and playing games is steady 100C

however with the undervolt i get applications that will just straightup crash and browser pages will also crash
apps like cinebench would crash upon starting multicore

so should up my offset or do something else?

Don't undervolt at all, find the TDP or PL settings, basically anything that says watts or amps and reduce them from the auto overclock to sane levels.
The maximum should be 253W and 307A and that's the full turbo.
The highest before the efficiency curve crashes is 150-200W.
Start with 200W and 240A for a voltage of 1.2V and see how that fairs.

If you want to still have the overclock on some app you can use intel xtu to setup a profile for it.

It's pretty good, here's a screen grab from the most recent 240mm AIO review by Hardware Canucks so it's fair to say the 360mm will be even better:

Yeah your cooler definitely isn't working correctly, so if it's not something fixable that I'd mentioned previously you need a replacement.
