Question Test bench boots up, no display, CPU EZ Debug LED stays lit, possible CPU fried ?

Motherboard:
MSI MPG X570 Gaming Plus

Problem:
Test bench connected to PSU, GPU, and stock cooler (with ram installed) boots up and stays on. Fans are all spinning. No display. CPU EZ Debug LED stays lit the entire time.

How it happened:
While upgrading the GPU on a computer that had all its components working, the AIO was unplugged. After turning it on, there was a burnt smell and the system shut down entirely.

Things tried:
Replacing motherboard, same issue. Went back to old motherboard and tried a test bench instead using a stock cpu cooler and previous GPU. Tried different ram sticks, different ram slots, one ram stick in several slots. Tried different display (a TV).

How likely is it that the CPU is just fried? Or could it be the PSU? Any other suggestions or info I can give to help pinpoint the problem?

Some addition info after more testing:

The pins initially responsible were the JSPI1, something was plugged into there. After the power button was turned on the system instantly turned off (and gave off a burnt smell).

-Tried a new CPU in the old motherboard and got the same issue (doesn't POST, CPU EZ LED stays lit.

-Tried the new CPU in new motherboard and it POSTed, showed bios screen.

So this leads me to believe the CPU and the motherboard are both the issue. Could the JSPI1 messed with the bios chip? Can the old motherboard still be saved?
