Question Text and Windows icons blurry until clicked on

I attached a screenshot above showing my issue. Mostly it happens to the network and audio icons but inconsistently the input icon to the left of it also gets blurry, as well as pinned start menu shortcuts and elements in Windows Settings. The top of the image shows the default state of my UI and the bottom is after I clicked on the affected icons. Has anyone encountered this issue and managed to fix it? It's not worth it to reinstall the whole system but it's kinda driving me crazy.

If I zoom in all the way on the screenshot I can tell that in the "sharp" state the lines are 1px wide and when it's blurry they have a ~50% opacity 1px line running along the left and right side of them (not at the top or bottom tho). Also when it's blurry the main line in the middle seems a bit see through, it's not fully white. Could this be a font anti aliasing setting or something like that?

My display is 1920x1080 and I'm using an RX 6600 XT with the latest 23.5.2 drivers but this seems to me like more of a Windows issue than anything hardware or driver related. My OS is Windows 11 Pro 22H2 22621.1848.
 
Would be a good idea to also check and see if your motherboard is pending BIOS updates.

You could try and use DDU to uninstall all of your GPU drivers and then manually install the latest GPU driver from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.
