Max cooler height - 58mm, max width approximately 100mm. Water cooling is not an option. I was thinking about the "noctua nh-l9i" but with it the processor gets too hot when fully loaded. I'm not going to do any OC at all.

Solution
In this size you won't get much better than nocuta. My question is Does it have to include the fan?
Thing like this:

Might get away with amount of air your gpu will push though the thing.

You might get away with placing the fan a bit further / sideways to the cooler, just do it vertically to the fins, or horizontally in a way that air won't go perpendicular to the fins....

I believe it has to include a fan. The only big ventilation opening I can see is right above the CPU. The name of the case is RVZ02

Love those ITX builds.

I think your best cooler will be the big shuriken2 rev b.

It fits as in this spcr review:
https://www.silentpcreview.com/SilverStone_Raven_RVZ02

I am using one is a build with a overclocked 6600K in a lian li PC Q08 case.
The design of the RVZ02 gives you a more direct source for air intake.
That is a good thing.
You may be able to OC a bit with a Z390 based motherboard.
list of all we can take
https://pcpartpicker.com/products/cpu-cooler/?compatible_with=zmgPxr

and I also would take that scythe. nothing else will fit & give you anything close to what you might need now.
