I bought 4 DDR4 4000mhz RAM's with profile X.M.P. 2 and when I activate the profile and set the level to 3 the memory still shows me 2139.39 in the bios.

my motherboard is a Gigabyte Aorus X570 PRO and my processor is an AMD Ryzen 7 3800X.

Solution
It is the IMC on the CPU that ultimately determines what frequency you will attain and the ryzen 73800X officially supports up to 3200MHz RAM. I doubt there is a SPD profile for 4000MHz so no guarantee you will achieve the rated frequency.
The MB may indeed support 4000MHz however you may spend countless frustrating hours in Bios to manually configure Timings and voltage to get them to work.
Return what you have and get a kit at 3200Mhz and CL14
