Question Thermalright Frost Spirit 140 V3 vs Thermalright Phantom Spirit 120 EVO cooler for 7950X?

Trying to decide between the slightly older Thermalright Frost Spirit 140 V3 and the slightly newer Thermalright Phantom Spirit 120 EVO to cool my Ryzen 9 7950X.

Both are approximately the same price. Both are dual tower coolers. The Frost Spirit uses one 140mm and one 120mm fan. The fans have max RPM of 1500 and have lower static pressure than the EVO. It uses four 8mm heat pipes.

The Phantom Spirit EVO uses two 120mm fans with a max RPM of 2150 and has higher static pressure than the Frost Spirit. It uses seven 6mm heat pipes.

Which would be the quieter and better performing cooler for my 7950X? Saw some reviews of each but nothing directly comparing the two against one another. Thanks in Advance.
 
A cooler with fans running at 1500 RPM will be quiet.
Fans running at 2150 RPM will definitely be noisy.

See that your case has sufficient front air intake capability to feed the cooler as well as the graphics card with cooling air.
Look for two front 140mm intakes.
