Build Advice Threadripper 3960x Build

I've done a fair amount of research recently for a non-aficionado but I could really use some assistance.

Open to all thoughts and suggestions.

Must be quiet or silent unless overclocking.

Will need thunderbolt 2 adaption so a titan ridge add on card will work with the board right?... or is there a better solution. can the onboard usb-c be converted?

Looking for cost effective 64gb ram suggestions CL18< ... 3200<

Looking for cooling and power supply suggestions.

Looking to trim the fat, but stay upgradeable.

Must stay under $5k

I would say you're getting ripped off on the RAM. if you just bought 2x 16GB it would cost 156$ Then just buy another set and total would be 312. You're getting charged 200$ more.

Like this kit. Timings are 1ns slower but you're saving so much money for negligable difference.

I was told buying multiple kits of the same ram is unstable because they weren't binned together. Is that just malarky? And if it's malarky the vengeance or patriot steel seems like it would be good enough and better priced
