Toshiba Safellite P855 no BIOS Boot available

I thought my hard drive was bad do I bought a new one only to have the same issue. It won't boot up period even with a new hard drive. "It contnues to scroll to put in a disk and hit any button" I can't get into BIOS nothing. I tried resetting , took battery out and pressed power button for two minutes, no change

Any suggestion? Thanks
 
Power on the laptop while pressing the F2 key to enter the BIOS.

Are there are any lights on, like power or HDD light?

Try testing your AC adapter and see if it is working properly or use a different one with similar specs.
Also, remove the RAM for a couple of minutes them place it back making sure they are properly seated.

 
I can't reload Windows )-: I can not get into BIOS nor safe mode. I have a Toshiba Satellite P855. Came with Windows 8 upgraded to Windows 10.

When it boots up it never gets past the screen saying "Reboot and select proper boot device or insert boot media in selected boot device and press any key". When I press any key I get the same message
 
Test your booting device (flash drive, DVD, etc) in another system and make sure you can boot from it.
If that is not the issue then...

Disconnect the power cable and remove the battery.
Remove the hard drive and RAM from your laptop.
Press the power button for 20 seconds.
Place RAM, battery and connect the power back to the laptop.
Connect a external USB keyboard.
Press the F2 key and while pressing it power on laptop.
When the system lights turn on, release the F2 key.
