Question Tranversing a few city streets

PC here with mega large NH-U14S TR4-SP3. Can I put it on cart with hard plastic wheels over some city streets without doing damage? I was thinking to lie it flat on the MB side and insert it into the two foam sides that came with the chassis. Will this be safe?

there are special bags that you can put inside your pc so nothing can move. most higher end companies ship theirs like that. not sure what its called.
you could also stuff it with a few small cushions.
