no need sli, i guess, right?

Yes but at much worse speeds depends what PCI-E slot you put a certain card in

Put the 4070 Super in the X16 one, and in the X4 the 2060 super

Except for F models all Ryzen 7000 series processors have an IGPU you could use thru MB connections. May not be good enough for some gaming but quite sufficient for everything else. That is much, much simpler than 2 DGPUs and is ready an available anyway.

What is the "OBS" only you refer to?
Way in the past, I tested using a weak second gpu thinking it could offload work from the gaming card.
I found no difference at all, the experiment was a failure.
