Hey guys, with the TX-650 v2, I recently bought one. At the moment, it sounds like an air condition working and I'm hoping to confirm with you guys to see if it is the same for you guys!

the thing is the staff at the shop said its normal as long as its just the fan that is making noise so i dont think his willing to change it for me.

It should be pretty quiet. If the shop will not do it you may have to go through Corsair themselves. They may be willing to ship you a new power supply before they get the old one if you give them a credit card number. Newegg will always do that by the way and they are generally cheaper than any local shops. Assuming you are in the US or Canada and can order from them.
