I was looking for a tax collector and I ended up in an "egg mine" and
I thought it was neat so I wandered around for a while and eventually
I found the queens chambers. Two people with pickaxes attacked me and
I killed them. I found my way back out of the egg mine and saved with
a new save. I am concerned that by killing the two miners I messed
up, do I need to go to a save before I killed them? Also I can not
find the tax collector anywhere. Not that I am surprised I wandered
around for several hours before I found the smugglers cave too.

I don't think it's any real problem. You just did a Fighter's Guild
quest early. Talk to Eyrdis Fire-Eye in the Fighter's Guild in
Balmora about it and you should get credit for doing the quest. Even
if you don't, it's no big deal. You can still become head of the
Fighter's Guild.

The way I always find the tax collector is to cross the bridge leading
out of town, then follow the shoreline going mostly north. You should
find the tax collector before you get too far.

Uhm, I think the tax collector is to the west. Near the shore,
close to town.

If it's the one outside Balmora, they are part of a quest.
But I don't think it will affect your game. IIRC, the quest
was to eliminate them.

His corpse is on a small land mass within view of Sedya Neen, to
the east. I can't remember off the top of my head, it's an actual
island, or a small peninsula.

You do get credit for the quest if you join the Fighters Guild later.
Recently I wasn't sure whether to join and killed those two when I went into
the mine for another reason. Later I decided to join and Eydis recognized
and rewarded me for killing them after she gave me the quest. Just keep
talking to her about it.

If you accidentally spoil a quest by doing something
out of place, like killing
these miners without being told to, it can usually be
fixed by checking the
proper journal entries that goes with that quest (in
the editor) and entering
the missing one/s manually (using the console).
