Uncontrolled action on lists

Hello,
I'm on an HP Pavilion, running Windows Vista. When I call up ANY list, (docs, files, photos, music) the system automatically scrolls to the bottom of the list. Won't allow me to use scroll bar to move back to the top of the list. Totally frustrated!

Only does it in those windows? How about an I.E. windows that scrolls down, does that do it? You can try a new keyboard and mouse, that's probably where the issue is.
