Question Understanding heatsinks with multi-platform support? (LGA 1366 and LGA 115x)

Hi, computer noob here looking to make a first PC on a budget.

I have a CPU (Xeon X5570) that uses the LGA 1366 socket. I'm looking for a CPU fan.

There are some fans that say they support both LGA 1366 and 1151, but I thought that they were different sizes. Examples:

• Quiet CPU Dual Looped Cooler Fan for LGA 1366/1150/1155/1156/775 AMD 3/2/754
• DEEPCOOL GAMMAXX 400 CPU Air Cooler with 4 Heatpipes, 120mm PWM Fan and Blue LED for Intel/AMD CPUs (AM4 Compatible)

The former only lists 1366 in the title, and doesn't list it under supported sockets in the description. The latter says:

Universal Socket Compatibility with Easy Installation

Supports up to 130W Intel CPUs LGA20XX/LGA1366/LGA115X/LGA775

There are also several reviews that suggest that the latter does support LGA 1366.

Is the "Universal Socket Compatibility" a legitimate technology? Any idea how this works? If it does, can I trust either/both of these to work? I can't seem to contact the Ebay seller, they seem to not allow contacting them.

The mounting bracket will either have different hole locations for the bolts though different mobo socket pattern sizes and/or come with multiple mounting brackets.

@rgd1101 and @tennis2 gotcha. Looking at the mounting brackets, the screw holes are extended.
