Question Unexplainable FPS drops in games but when I blow a fan in the PC, it stops (temps are fine without the fan)

I have a problem when I play any game without my fan pointed in the case I go from normal 60 FPS all the way down to 10-15 FPS for around 5 seconds and then it goes to normal.

When I play games with the fan on, it runs perfectly normal without any FPS drops.

I checked the temps while gaming without the fan and they were fine, plus, the temps stayed the same with the fan pointed in the PC. (65 degrees while gaming without the fan and with the fan and 35 degrees idle)

It has been happening for quite some time and I tried almost anything to try and fix it, but it didn't work.

My best guess is that maybe it's my PSU or that it is happening because I put a 125W CPU on a 95W motherboard, which I found about a few days ago.

Or maybe it is because I have a bad airflow in my PC but I guess that would result in temps being a lot higher than they actually are when gaming without the fan.

My specs are:

ASRock 970 Pro3 R2.0
AMD FX-8350 4.0Ghz
AMD Radeon RX 580 8gb (Gigabyte Gaming Edition)
8gb RAM
Corsair VS550 (I know, it's a pretty bad PSU but I am planning to upgrade to CX series or to EVGA)

There is SOMETHING overheating. And it may be something that doesn't have a sensor you can monitor. Could be the power supply, could be VRMs.

I was thinking that VRMs might be overheating since they are exposed and they don't have a heat sink on them.

I noticed that when I get those FPS drops that my GPU usage drops to 0% as well, but I am not sure if that could be a bottleneck or that GPU just isn't getting enough power from the PSU
