Unknown hardware problem causing massive slowdown (not hard drive)

Hello all. I recently booted up my pc and everything was ok, until I started playing a game. Within 10 minutes of playing counter strike my computer started running very slowly and eventually led to getting 2 frames a second. Now my first thought was a ram failure but when I checked it was only running at 30%
I have
Motherboard: gigabyte z77-ds3h
16 gb of ram corsair vengeance
980 gtx
250 ssd Samsung 850 evo
2 tb hhd WD Black
psu: Corsair TX 750
Windows 10

So I originally thought it was a hard drive issue so I decided to reformat the ssd, it did not help. I later thought that it was a hard drive failure so I ordered a new hard drive + ssd and copied everything over. It did not help. Since then I have reformatted both drives and it still seems like my computer is running slower than normal. As I literally have no files on my computer anymore and have replaced. The computer seems to slow down when playing a game and run extremely slow until booted up again. I built this computer about 4-5 years ago and have not had many hardware problems until now. The ram I previously had r failed about a month ago and has been replaced recently so I am pretty certain it is not the problem. I can provide more details if you need them, I just want to get this problem sorted out
 
Solution
You need to clean out your CPU cooler or it's not mounted right / bad fan.
Your temps should never even reach the 75C mark.
Your processor is throttling down to keep from killing it during gaming that's your performance problem.
Take the side off your PC and make sure the CPU fan is spinning.
If it is unplug your PC from the wall and make sure all 4 mounting pins are still secure if your using the stock cooler.
If everything looks good then get a can of compressed air, hold the fan still and blow the dust out of the cooler.
From their I would replace the cooler with a aftermarket one like a Cryorig M9i their like 20 bucks.
I would strongly recommend not gaming anymore till you get the heat issue fixed. If your temp is in the 80C area...

Solution
Sounds good, all fans were spinning fine and after dusting everything out I'm going to replace the cooler. Thanks very much and I'll let you know when I'm finished installing it
 


Replaced my cooler with corsair h60. after starting up the computer it rose from 60 and is sitting at the high 90s but with no slowdown. very confused right now...
 

both are powered and running, but i forgot to clean off the old paste.
could that be causing it all? i already have a new tube lying around, i just need to grab some rubbing alcohol so i can open it up to remove it and apply the new paste


 


seems like it was. running at mid 30s now, also didnt notice that the cooler was a 3 pin so i may have placed it in the wrong spot on the motherboard. gonna try running some games now and check temp
