[SOLVED] Upgrade CPU or GPU?

I'm currently planning on upgrading my system, which is currently pretty well balanced, and I was wondering which I should upgrade first to be able to actually see an improvement in performance.

CPU: i5-7400
GPU: RX 580 4GB

If you need more specs for any reason I can post the rest of them at your request, and I should also mention I'm willing to get a new motherboard, so I'm not limited to the chipset or socket.

Rest of your system specs, including make/model of the power supply would be helpful. That and a budget.

PSU I don't know off hand, but it's probably safe to assume I will need a new one, and for a budget I'm looking at $400-500, but preferably below $500.

Mobo: MSI B250 Tomahawk
RAM: 8GB DDR4-2400
Storage: 1TB 7.2K RPM HDD

I think you have the model wrong, on that motherboard, as the tomahawk line are for AMD. Honestly, unless you are absolutely not happy with your gaming performance, I would just get a nice SSD, and then save up for a complete rig. I am not certain a CPU upgrade would do much due to graphics card, and the clock speed, of that CPU, might hold back the performance of a worthwhile GPU upgrade. An SSD will give you a noticeable improvement in overall system performance, and responsiveness. You can get some pretty good deals on 1tb drives, these days. That would give you some room for OS, plus games. You will be thankful of the improved load times.

Take that $500, put it in the bank until it becomes $1200 and get yourself a shiny new rig!

If you want to spend it now, go for an SSD and some RGB case fans!
