Question Upgrade CPU Problem

Hello, I'm new here and I need your help. I bought another cpu to increase the speed of my pc, I had an Intel I3 gen 4 and I bought an Intel I7 gen 4. Well with this new cpu (I7), the pc only starts and stops, the cooler fans and the graphic card fans they only start spinning and stop immediately. And so it is repeated the same time that I press the key to turn on the PC. But when I take the old cpu (I3) and put it back on the motherboard, the pc works normally.
Where could be the problem?

I would check the cpu pins very carefully to make sure none of them are bent. What bios is the motherboard using? Oddly I cannot find a cpu support list regarding bios requirements for the I7. The motherboard supports the 4770. BIOS 0808 is the last one listed for any cpu upgrade.
Actual Bios in my is: American Megatrends Inc. 2303, 5/15/2015

Wow that is information that would have been easy to tell you then that you have a bad cpu.
I was checking it closely and looking at it with the phone flash, and I saw this scratch on one of the connectors in cpu, could this be the reason that it is not working, or can the cpu work even though a pin or connector is broken? Look the pictures.

Yes I believe you have found the problem. Although I said check pins, I always forget to say check pin or connectors on the cpu. Whoever sold you the cpu was not being honest, unless they give you your money back.
