Question upgraded from i5 6500 1060 3gb to i5 9400f + 1660 super and i have same fps :( please help

so when i start my computer and instantly go into csgo and do a benchmark i get 280 average fps which is good, but when i use my pc ( facebook blabla ) and then I start csgo after a while, i get average fps 120 ;-; its so weird what do i do? should i reinstall windows? idk please help

( same goes for valorant 250 - 400 fps at first and then 110 - 180 )

did you reinstall the OS, but, 'keep my apps/data/and files'?

Your game, when installed, set up a config profile for certain hardware....

Fully reinstall the OS (by deleting all partitions, the new install will do a quick format) , all new GPU and chipset drivers, and the underperforming games in question...

ssd yes ( 33.9 gb free from 110 )
gpu cpu temps are normal
ram usage is normal too. checked every single thing.
someone told me to update bios idk how to do it. is it safe? currently using biostar h310mhp
