My PC takes long time to boot up, start application etc...
I'm trying to make my PC faster overall.
I have:
i3-2100 (3.1 GHz)
GTX650 (2GB)
4GB of RAM (DDR3 1333MHz)
500GB Seagate Barracuda
ONDA H61N motherboard
450W PSU (Chinese, I don't know the brand)
Which one should I upgrade first? My budget is around 30$. Or, Should I wait until prices of components drop?
Oh, also, I'm trying to make it so it can run 2013-2016 games.

Best upgrade for $30 is an SSD which can be installed alongside the HDD and that will make the system feel so much better.
