Upgrading ddr2 to ddr3 graphics card

i have a medion pc with 1.86ghz dual core processor with 4gb ram 320 hd im currently using a nvidia gforce 7650 gs ddr2 can i upgrade it to ddr3

even if u want to upgrade to ddr5 it's no problem... (we talking about VGA, not memory)
What about your PSU, brand? model?
How much do u want to spend?
What model is your CPU?
It seems like if u go with high end card then your cpu will bottlenecking your system...
