Upgrading my mobo from Dell Dimension 3000 Intel D865GVHZ (AA C92755-303) to so I can have AGP port [i dont want pci-e].

NEW powersupply Powercooler eXtreme Power Plus 500W
SAME Pentium 4 Hyper-Thread 3.00E GHz (L2 1MB, 800 MHz FSB, sSpec SL7PM)
SAME alternative Pentium 4 2.4GHz (L2 512K, 533 MHz FSB, sSpec SL6EF)
SAME 2 Gig of ram
EVERYTHING works with OLD mobo
will not POST or get into BIOS, just turns on and off in 1 second
black screen
no beeping
front panel lights no blinking only solid green
mobo power LED green at bottom right corner
I tried removing the CMOS battery and switching with old mobo battery already.
no jumper to reset cmos, i tried the bios password jumper.
I tried another CPU P4 2.4GHz sSpec SL6EF which is bios P03 compatible, the earliest bios version so all Intel D865GLC boards regardless of AA number are compatible.
No bloated capacitors.
