Upgrading my current i7-3930K (and other components) to a faster system

I currently have a 1500 Watt 80 Plus Silver Thermaltake PSU, 2 EVGA GTX 680 video cards, 32gb Quad Channel RAM and an I7-3930K Proc. My motherboard is an ASUS Rampage IV Extreme (not 2011 r3). I am wanting to upgrade to:

My PSU only has 4x PCI-e 12 volt rails and the current video cards are using 2 rails each.

So my question is, Do I need to get a different PSU or an additional ATX PSU?
 
Your psu is sufficient.

What is this upgrade primarily used for?

If you want 64gb 4 channel, buy a single 4 x 16gb kit.
Disparate kits are not likely to work.

I do not see this as a very effective upgrade, you now have a i7-3930k with a passmark rating of 11985 and a single thread rating of 1935.
A $800 I7-4960x has a rating of 13800 and a single thread rating of 2079.

For $550 or so, you can buy a i9-9900K with a rating of 20174 and a single thread rating of 2900.
In a decent case custom liquid cooling is not necessary.

Yes, you will need a good Z390 based motherboard and ddr4 ram.

Also, for a high performance system, consider using a Samsung evo m.2 pcie ssd.
The sequential performance is some 4x better than sata. Yes, it will be more expensive.

I currently have my system water blocked. The system will be for Gaming and work. I want the 4x video cards so I can cut the load on my existing cards. So upgrading is not a good path. If I replace the MB, it would have be the ASUS Rampage Extreme VI or the Maximus. BUT, I HAVE to have 4 PCIe-16x/8x slots and an PCIe-2x for the sound card.The Processor I am looking at is a hex core 3.6 Ghz.
