[Urgent]Can not install on brand new , uefi only laptop.

Hello. My uncle bought yesterday a Toshiba C55-A-1RG and asked me to install an OS on it. I tried with both Win7 and Win8.1, but i always got the same error when i opened the laptop : No Bootable device -- Please restart system. Later I`ve found out that it needs a Uefi enabled windows and that the laptop itself is uefi only. I tried making a bootable usb both with rufus and a uefi enabled win8.1 and with manual , but i still get this error. SecureBoot was disabled too.

Is there a way to solve this problem? I said it`s urgent because he has to go abroad in a few days, and he really need the laptop.

Try seting your CD/DVD drive to the first boot devise. (Make sure to save the changes)
Install the Windows install disk. Shut the system down. Restart the system.
When you are told hit any key to boot off the CD/DVD hit Enter.
Windows should start loading to install.

Toshiba satellite C55-A-1RG with the 1.1 bios version doesn't have the change to CSM option in the bios.
What I did was downloading the 1.3 bios version (ISO) version, burn the iso file to a CD using image burn program and insert it in the notebook cd rom.
Press F12 key while pressing the power switch and select the boot from cd rom option.Type flash then enter. The bios update will begin.
When the laptop shuts down press power button again and enter the bios with F2 key.Disable the boot protection and in the advanced menu select CSM boot mode.That worked for me.
 
The bios update method worked fine for me.
Also we have to send email and complains to Toshiba in order to change this policy...
When I buy a pc I expect to work under my OS that I want to install for example Linux!
