Question USB 2.0 ports on pc case doesno*t work

Can someone help me solve this problem.

Now let me explain my usb 2.0 ports on my new pc case dont work.
My motherboard only support 2.0 usb and when i open up my new case there was two cables for usb one with blue end i think it is 3.0 and one normal connector for usb 2.0
idk why but usb 2.0 dont work i reinstalled windows and everything but nothing changed. I think it is problem in my motherboard maybe usb on pc case wont work if both of then arent pluged in.

One old Motherboard N69-S3 UCC and MS Cyclops V Case
I think the problem is that i cant connect usb 3.0 maybe usb's wont work if its not pluged both 3.0 and 2.0 they are conncted on same board in case

yea on bottom of the motherboard in front of pins there where text usb 2.0 i am 100% sure i plug it in properly and i have 2 slots for usb 2.0 i plug it in in each one and same think doesot work

Can try and look through the bios, see if usb is disabled there somehow.
