[SOLVED] USB port not working, pc not shutting off properly

Hello there! I'm new here and pardon my mistakes.

Recently I'm having some strange problems. There were some power outages and for some reason, I didn't have mu UPS connected. Now I'm having a weird problem. My USB wifi adapter isn't working with any usb port. The ports themselves are outputting 5 volts(i.e. if I connect my phone it charges but windows doesn't detect it as usb device.) My mouse and keyboard are working. Strangely enough, if I disconnect them and reconnect them again while pc is turned on, they aren't also working anymore. Here are some more problem going on:

a)pc isn't shutting down properly. windows shuts down but pc itself not shutting down(example fun running etc)
b) cannot uninstall any driver (the green progress bar keeps on going forever

Here's what I tried
  1. tried booting in safe mode
  2. uninstall and reinstalling drivers in safe mode



What worked for me :
removing the CMOS battery and reinstalling it fixed the problem. But it comes back.

Combining all the problems, can anyone suggest to me what's going on? I'm assuming it's a motherboard related problem or the cmos battery is dead. But I can't just buy a cmos battery now, as I'm writing this during covid 19 pandemic.

Any suggestions will be highly appreciated. Thanks

Define power outtages, was it during a thunderstorm, weather storm in your area ?
Is the computer directly connected to the wall or power strip surge connector ?

Also it might help, if you start backing up whatever important files you need.
Next get a iso of your current os redownloaded, perform a clean install and start off fresh.
If the same symptoms start happening again after the reinstall it might be a mobo problem.

Hey, thanks for the response. Yes, the power outage was during a weather storm. The computer was connected directly to the wall without any protection.
