Have a CoolMax aluminum case with front USB ports. The ports work with my
scanner, but not my card reader or flash media. The error is that the device
has malfuntioned. If I use the rear ports the devices work fine, they work
fine on another system as well. The case manufacturer is little help. My
motherboard is a Soyo KT600. This same error occured on another mobo as well
with this case. Windows problem? Or? Have no errors showing in Device Manager.

Since you're saying the devices work fine in the rear ports, but not the
front, I'm inclined to blame the hardware. Aren't you?

So, I take it that Windows doesn't care what ports they are, or if they are
powered, not powered or under powered.. Then I could "assume" that there is
either not enough power from the small pcb for the front ports to the devices
or not enough power from the mobo to the front usb pcb). Good conclusion? Is
there diagnostics to check the power? My case vendor refuses to respond to
the problem.

Check the properties in device manager...
