Question USB ports don’t work

Hi, I have recently started a new project with old parts. The cpu, gpu, hdd, and power supply all work, also the memory. The computer boots fine. I have tried resetting bios by taking out cmos battery, and I have tried diff keyboards and mouse. I don’t have a ps2 to try out either. After looking around at other forums I have not found only that matches the problem exactly. All help is appreciated thanks.

Might be just faulty USB controller, is there any power to USB ports (lights on KB and mouse for instance) ?

No, no lights turn on on the keyboard. I have tried two keyboards too, and they both don't work.

1 more thing I forgot to list is that the computer has windows 7 right now, and I have windows 10 ready to put in. I pulled it out to start testing other methods.

how did you get windows 7 on it if the usb doesn't work?

Windows 7 is already installed. I’m trying to ge tit to windows 10. If I can’t even get in bios with the keyboard then I can’t change boot device to try to change it

I don’t have an empty hdd to use, only the one that has windows 7 on it.
