Use 2 AMD cards

I have 2 AMD graphics cards.
- RX 580 8GB
- HD 6450
I have a VGA monitor that I connected to the HD 6450, but I get no display.
I can only install one of the cards drivers and the other card is doing nothing.
Is there any way I can fix this problem?

HD 6450 requires older drivers which are not compatible with the RX 580.
Just use the RX-580 and get one of these...

With AMD you can only use 2 HDMI/DVI ports, I already used these 2 and want to add a 3th

I am not asking (or looking) for alternatives. I just want to know if it is possible.

Only one card is picked up by AMD Radeon settings, but I see them both in Device Manager

EDIT: So I can't

So I can't use the HD 6450 for another monitor?
