Just got a used Sapphire RX 6600 today. It still has nearly 3 years of warranty but I've noticed this weird glitch/ artifact happening in cyberpunk, is this GPU's fault and I should give it back? Or is it some known FSR issue since it only happens with FSR on.

The card physically looks perfect and went through 10 minutes of FurMark with no problems.

This doesn't happen on the old GPU (R9 280x).

I'd say it is a game issue. CP2077 isn't "that" well optimized and issue free game as most other games are. Game used to be far worse at launch, but now, it is better. Still, there is a lot of optimization work still left to do.

You need to try other titles (games) and see if you see the same red flashes on other games as well or not.
If you do, then you could look towards GPU issue. But if you don't and CP2077 is only game that produces the issue - it's the game fault.

As of why issue isn't present with R9 280X but is with RX 6600 - that is optimization. Different GPUs require for game devs to optimize their game for different hardware. Perhaps the optimization for R9 280X is better made than it is for RX 6600, hence why one GPU produces the "issue" and other does not.

Btw, IMO, that red flash looks more like the actual element of the game (red flare/blinker on the building), rather than artifact of the GPU/game.
