I currently have:
Ryzen 5 1400 @3.7ghz
Asrock B450m Pro 4
16gb Adata XPG 3200mhz
EVGA GTX 960 SuperSuperClocked

Should I upgrade to a brand new Ryzen 3 3100 for $145 CAD or upgrade to a used Ryzen 5 1600 for $160 CAD?

Solution
That should do for the time being with the hardware you currently have - but it's not a good PSU. EVGA has a huge number of different models, some good, some bad.

I would look at your next upgrade being a PSU before getting a more powerful GPU or CPU.

Click on the first link in my sig - it's a must-read for selecting a power supply. Unfortunately, between the pandemic and the tariff war between Trump and China, prices are elevated for power supplies.
Are you doing primarily gaming? Streaming? Productivity work?

Though, to be honest, given you're currently running an overclocked 1400, I'm not sure if you'd see a whole lot of difference with the upgrade.
Im going to playing games, photoshoping, and a little bit of editing. Do you think that the gpu will be maxed out regardless. I haven't used the 960 yet.

That depends:
  • What is your monitor's resolution?
  • What is your monitor's refresh rate?
  • Does your monitor have FreeSync, GSync, or neither?
  • What specific games are you going to be playing?

I'd say stick with what you have now, and see if there's anything that's maxing out your CPU or maxing out your GPU.

Is your RAM a pair of matched 8GB sticks running in dual-channel mode?
