Mindspring ISP has spyware scan that is useful however my wife and kids can
not utilize addon unless I change theiruser account from limited to
administrator. I have logged on as them with adm. rights updated and added
this privacy tool. Verified it was installed etc... logged off, changed the
user back to limited, logged back on as her and the tool was again not
available. Do I need to configure them as a higher level ie. Power User? And
what is a legacy application.
Windows XP Professional OS and the Mindspring application is Total Access
2005.

Legacy is a fancy way of saying "old".

What advice did you get from Mindspring about your problem?
