Question Vega 64 GPU-Tach blinking shortly on boot

Hi,
I've recently purchased a Vega 64 (luckily not too overpriced) from powercolor in the red devil design. Unfortunately, it doesn't post at all, here's what I know:

  • Previous owner sometimes had issues with the GPU posting.
  • Previous owner had this issue fixed with a hard restart (taking the power for several minutes).
  • Previous owner could game on it once the GPU started correctly (he provided a benchmark)
  • When the system starts, the red light of the first power stage on the GPU-Tach shortly flashes.
  • The GPU fans spin and the red devil logo is lit.
  • The GPU has no video output if the red light shortly flashed during boot
  • I tried several different mainboards and CPUs with the same result.
  • Tried it out on the Linux system of a friend and the system crashed during driver initialization.
  • GPU worked properly on one boot, on 2 others it also gave a display out but crashed after several seconds.
  • The thermal pads had dust on it, so I changed them, but nothing has changed.
I've tested the card on the following systems:

#1
Ryzen5 1600x
Asus Prime B450 Plus
16gb Ballistix Sport 2666mhz
1x 256gb Samsung 860 Evo
Powercolor Red Devil Vega 64
BeQuiet Pure Power 11 650w (2yrs. Old)
Sharkoon VG5-V
Win 10 pro
A 27" 144hz monitor from acer

#2
I7 8700k
Asus Z390 F-Gaming
32GB TridentZ 3200mhz
1x256gb Samsung m.2 SSD
Powercolor Red Devil Vega 64
BeQuiet Dark Power 11 850w (2yrs Old)
Raijintek Enyo
Win 10 pro
NEC P401 40" 60hz monitor
AOC 24G2U5/BK 24" 75hz monitor
AOC 24G2U/BK 24" 144hz monitor
Acer S240HL 24" 60hz monitor

#3
Intel xeon x5680
Asus P6x58d-e
24GB Corsair Vengeance DDR3 1666mhz
1x 256gb Samsung Evo 860
Powercolor Red Devil Vega 64
Seasonic Focus Plus 650w (3yrs old)
No case, testbench
Win 10 home
NEC P401 40" 60hz monitor
AOC 24G2U5/BK 24" 75hz monitor
AOC 24G2U/BK 24" 144hz monitor
Acer S240HL 24" 60hz monitor

///I've tested all of the above Systems with my spare Corsair VS450 PSU [bridging the 24pin and using it for the GPU only] since this PSU is only 4months old.

#4 (friend's system)
Intel Xeon x5675
Acer X8dtn+-f
48gb DDR3 ECC RAM
1x 60gb Samsung SSD
Powercolor Red Devil Vega 64
HP 1200w Server PSU (bought 3 months ago)
Some random server case
HiveOS
Kali Linux
An old 24" Monitor
BenQ GL2780

I wanted to replace a inno3d GTX 1060 from system #1 and therefore completely uninstalled the Nvidia drivers using DDU in safe mode

Please let me know if someone has seen anything similar before or has an idea what the exact problem is.

Kind regards

XFX don't make a Red Devil card, PowerColor do. Also, what are the specs to your build?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:

Include the age of the PSU alongside it's make and model(and wattage). What GPU were you on prior to the upgrade?
