Question VERY Low FPS on Warzone (RX 580)

Im not understanding I use to have been getting very good fps this entire time with modern warfare 60 and over. I usually limit it at 60 fps in settings but it usually goes over. Now im hitting 27 fps to 20 fps running terrible. I think this happened ever since one of the new updates came out. I have done many things like updating my graphics drivers, play around with settings, reinstalled the entire game, and nothing. There are many videos out there of people running my gpu and cpu and runs perfectly. The main menu shows like 150 fps almost and once I press warzone and let the character come up it drops to 25 fps. I put all the settings on low and try to start a game of multiplayer or warzone and it's unplayable. One thing I did notice is in the task manager GPU is at 100 percent and the temperature of the GPU is 89 C while cpu is being used 35ish percent. Still why is this problem occurring all of a sudden? Should I reinstall windows too?

ASRock B450M Pro 4
16gb ram DDR4
1TB SSD.

Just tried another high graphic demanding game Sea of Theives that is giving me very low fps too. What should I do reinstall windows? Get more fans for my case?
