[SOLVED] Very strange noise coming from cpu/cooler

Here is the problem that I'm currently dealing with, with a new pc build for my brother. It's got a Ryzen 3700x with the rgb cooler it came with, a radeon 5700 and a few extra fans.
Note, this is without the bios docp/oc preset on, and in ryzen master it's set to default, so there should be no overclock and the temperatures are still in the 70s-80s and even peak in the 90s. I reseated the cooler and put new paste on it yesterday, so truthfully have no idea whats happening.

sounds like something is in the way of the blades,or some of the blades are broken.Turn of your pc,take of your cpu cooler and check closely to see if some blades are broken/damaged.Thats what i think it is
