Question VGA light after restart

About a month ago I built a new PC and everything was running properly for about 3 weeks. Then one morning I booted the PC and the screen stayed black and the motherboard displayed the red VGA light, I proceeded to reseat the GPU which seemed to resolve the issue. However whenever the PC restarts the same issue occurs and I have to reseat the GPU again to get a display. Not sure if the issue lies with the motherboard or GPU since both a relatively new. I think that it is odd that it only happens when the PC is restarted and when the PC is shut down and turned on again, it boots properly.

Motherboard: MSI MAG B550 Tomahawk
GPU: Nvidia Geforce RTX 3060 Ti
CPU: AMD Ryzen 5 5600x
RAM: Corsair Vengance PRO (2x16gb) 3600mhz
PSU: Corsair RM750 ATX 80 Plus Gold
NZXT Kraken 53x 240mm
Case: Lian Li Lancool 205 Mesh C
 
You say the motherboard and GPU are relatively new. Did you do a clean install of windows when you changed motherboard? Which GPU did you have before? Did you use DDU to wipe the old graphics drivers before installing the new ones? Can you run Home - UserBenchmark and post a link to your results just to see if anything obvious stands out.

The PC was built from scratch so all the parts were out of box and brand new when assembled and windows 10 was installed using a USB. Then I installed all the drives and have kept the Nvidia drives up to date since and performing clean installs.
