[SOLVED] Video playback stutters on second monitor while gaming on my main one ?

Specs:

Mobo: Gigabyte GA-78LMT-USB3 (rev. 5.0)
GPU: MSI GeForce RTX 2080 Ti VENTUS GP
CPU: amd fx-6300
RAM: kingston 3 x 8gb
PSU: Corair RM750e
OS: Windows 11
2 x monitors 1080p 60hz
Web Browser: Firefox
Nividia driver version: 5436.33

I am having issues with videos on my second monitor stuttering / lagging while i game on my main monitor, this seems to have started after updating to Windows 11 but i am not 100% positive if that is the case. This was an issue before when using a AMD graphics card and an old PSU, i have since upgraded those but the issue persists.
The issue stops if i click on the monitor playing the video.

List of things i have tried that have not worked.
  • Turning off browser hardware acceleration
  • Messing with monitor hz
  • Disabling v-sync in game
  • Going full screen / windowed border less full screen in game
  • Using Nvidia profile inspector and turning on multi-display performance mode
  • Disabling windows transparency (seemed to help at the time but has since reverted to the same performance)
  • Disabled game mode in windows
I might have tried one or two other things that i have forgotten, but none have solved the issue. I never had this problem when using Windows 7 / 10. If you have any suggestions please let me know!

Make and model monitors?

Do the monitors have specific drivers available via the applicable manufacturer's website?

If so, manually download, install, and configure the drivers for the system directly from the manufacturer's website.

No third party tools or installers.

Also verify that the source website is actually the manufacturer's website.

Just because the manufacturer's name may appear in the URL that does not mean that the website is the real website.

From what i can tell the monitors are

AOC E2770SH - i found a driver for this one and installed it but it made no difference

AOC E2752VQ - i couldn't find a driver for this one

I think these are the correct model numbers, if there is a sure fire way to know i would appreciate the advice.

Open the task manager at Performance tab and monitor CPU and GPU utilization. This is most likely not enough free cpu/gpu resources to run video on a second monitor.
I just ran the game and video at the same time whilst watching the performance tab and it would seem like you are right, The CPU hovers around 85% utilization and will jump to %100 and the video will start lagging/stuttering. The lag is most prominent when in a loading screen, it also occurs sporadically outside of that circumstance though.

GPU utilization hovers around %30-40, i plan to upgrade the CPU, ram and motherboard in the near future so if this is the cause then i can put up with it until then.
However if there is a temporary work around im unaware of i would love to know, cheers.

I also just tested on another less intensive game and the stuttering seems to not happen, CPU utilization hovers at %50-60. The game that is giving me trouble if it matters is Elder Scrolls Online and the less intensive game for testing was Terraria. I also thought i would mention that i haven't played ESO prior to updating to windows 11 so it could possibly be game specific, but again im unsure of that.

Just continue to keep watching performance for awhile - you may discover some other related factors.

Maybe a few background processes that are no longer needed and can be disabled. Research before disabling or uninstalling anything. And, as always, ensure that all important data is being backed up away from the current host computer.

Also: likely that a 750 watt PSU is enough but no harm in running some calculators and budgeting for a new, quality PSU with more wattage.

Ive been monitoring performance and haven't come up with much unfortunately, i did discover that Firefox automatically puts itself into efficiency mode. I disabled this and it helped a small amount but the problem still persists.

The PSU is brand new as of a week ago and is well within power recommendation for my setup.

If anyone has any other suggestions and reads this please let me know, cheers.

I have solved the problem, it turns out that the issue was with the game not my computer. The game had a bug that lagged computers with 6 core CPUs and my issues stemmed from that bug. SOLVED!
