Hello everyone. I have 3 monitors. One 144 hz and two 60 hz. In last time I noticed all videos that i played on 60 hz monitor looked like 15 fps, but on 144 hz monitor videos look normal. I checked youtube video and vlc video player. Games runs normally without any lagging and ufo test look correct.. 60 fps video on youtube look normal too. What could it have been?

Welcome to the forums, newcomer!

I see you're on BIOS version 5.01, there are BIOS updates pending for your motherboard;
https://pg.asrock.com/mb/AMD/X570 Phantom Gaming 4/index.asp#BIOS

Your txt file doesn't include the make, model and age of your PSU.

You could've listed the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

In the interim period, might want to run DDU in Safe Mode, to remove all GPU drivers(Intel, AMD and Nvidia) then manually install the latest version sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

I haven't tried clearing GPU drivers with DDU yet. I'll try it today and if dont help I will post specs.
