W10 keeps restarting!

So I bought a friends gaming PC that was working completely fine. We were resetting the PC to be like new again and keep windows 10 on it. Then we had to force turn off the PC because I had to leave his house. It was about 75%-80% done with the reset, and we had turned it back on to see if anything had been damaged, and it just basically resumed from where it was when we turned it off. Then I took it home and it was sitting in my room unplugged for about 5-6 days. Then today I plugged it into a monitor and it just continually restarts over and over. I've tried just about everything and its still stuck like this. I need this fixed soon because the summer steam sale ends on Monday and I need games! Help!

Hi,
Turning off the power while Windows is installing causes the important installation data stored in the RAM to vanish as it is volatile memory.
...we had turned it back on to see if anything had been damaged, and it just basically resumed from where it was when we turned it off.
The Windows installation just started over from the last step after you force shut down, but it couldn't find several important files stored in the RAM because they were deleted. Moreover, already installed files may also have been corrupted. So Windows just keeps on restarting because its stuck & is missing installation data.

Just reinstall the Windows OS, &don't turn off the power abruptly.
