Question Wait or just buy

So there's been alot of talk about Navi being 2070 competitor, then now there's talk of RTX refresh which will bring down the price if current RTX (hopefully) now currently I'm running the Ryzen 3 2200G graphics (I had a rx580 but it broke then just sold the replacement RMA) now I'm looking for an upgrade, I'm rocking a 144hz monitor so the frames will actually be at use. My original plan was to get the 2060 due to I don't plan on going 1440p or 4k anytime soon just basically Semi max 1080P(I'm a big destiny and borderlands fan) but there's local deals for 1070s and 1080s and all around the same price to the 2060 just trying to figure out if I should just cop a GPU now or patiently die as I wait for Navi and Nvidia.?
 
Kinda int he same boat, I'm not in immediate need of a new GPU but it's the last thing I haven't upgraded in my new build which I built last year and I feel like I've held off for a year because of all these rumors, new cards, etc.

I'm also going to go for a 2060 after some discussions in my own thread but I am at least going to wait until next week to do anything since Nvidia and AMD are supposed to be making announcements during E3 from what I've been seeing.
