Want to build a Home Server for the experience. I prefer using Windows instead of Linux , but want whatever is easiest at this point. I would like to practice with a file server, web server, etc. I am going to use a home PC running Win 10 instead of investing in a new device at this time. I have seen steps on how to's but don't quite understand the first steps to get to that point. Any help would be appreciated. Thanks in advance.

You can download an evaluation copy of Microsoft Windows Server 2016 (and even 2019), good for six months. You need a run-of-the-mill PC to install it, like recent i3/5/7 CPU, at least 4GB RAM, and decent amount of storage (depending on what you will be using it for). Installing the server is no different than installing a desktop, but the fun part starts after you first restart.

I'd say, make a trip to your local library, and checkout a book on Windows Server.
