So i want to build my own custom build. I was wondering if I could use parts from my desktop or if I should just start over. I honestly have now idea what I'm doing and I just picked random parts from PCPartPicker.com. Could someone run through this list and change whatever or add something, try to keep below $700

The onboard sound on the motherboard should be fine; the sound card shouldn't be necessary. You will need a stronger power supply though (and a proper ATX supply that will fit a standard case). The CPU will come with its own cooler so unless you will overclock you shouldn't need a third party cooler.

What are you planning to do with the PC? Will you play games and if so, which?

Just games like Skyrim, DayZ, I play a lot of different types.
