Water pump led lights up but doesn't pump.

Hi,i've had a bit of a problem with a closed loop water cooler.So i bought it from a friend that lives in another city,the pump was working when he sent it,but after he delivered it stopped working.I have tried replacing the thermal paste and psu.But stil my idle temperatures sit at 60-70 degrees.The LED on the water pumps head lights up but it just doesn't pump.

Motherboard:msi z87 g43
Ram:8gb ddr4 2400
SSD/HDD:1tb seagate hdd
GPU:gt 630
PSU:500w adc power supply
Chassis:zalman a1
OS:windows 10

Also the pump gets warm but the radiator is cold.
