Question Weird Fan Noise on Startup

When I first power up my pc it now makes the noise you can hear in the video. Any ideas on why that noise happens and after running for a while it stops. The noise also stops after doing multiple restarts of the pc. I have an AMD Ryzen 7 3700X 8-Core Processor 3.59 GHz with a 2070 super.

It could come from fan hitting something, maybe cable or the radiator fins?

It seems like my cpu cooler might not be working. After checking temps even when Idle it was reaching 90°

After I reseatted my heatsink Temps in bios were around 50-60 as soon as I leave bios and pc powers on cpu temp goes up to 90°.
